When developing evidence-based policy, should government statistics be presented in exploratory interfaces or as a fait accompli?

(I'm thinking about specific research projects rather than the provision of general national statistics raw data)

In academic research the finding that (e.g.) "the conclusion could be A or B depending on your assumptions" is robust. Although such unbiased conclusions don't lend themselves to practical application.

Clearly there is no one right answer to this question for all contexts!
