I used to work for a company called Haverly Systems and they were a competitor to PIMS. You should able to find them at www.haverly.com. They have a suite of tools for refineries.

Hi,
We are using LP and MIP for our refinery production planning optimization based on situational requirements. Currently, we just start moving to use NLP but with a little experience. In my company, I am using XPIMS which is a Multi-plant and multi-period optimization.
We are trying to optimize several parameters such as:
• Refinery mode of operation
• Refinery optimum slate of production
• Product blending recipes
• Product movements
