Should ad networks and search engines offer a min bid to advertisers?

As a Yahoo advertiser, we don't want any click charged less than 10 cents - these clicks have no value to us (most of them have very high CTR and are fraudulent). If Yahoo would allow us to not accept clicks worth less than 10 cents, what would happen? Either
  • Yahoo might not be able to burn our daily budget anymore, thus it would result in a loss for Yahoo, but a gain for us (as we would stop receiving fraudulent clicks),
  • or Yahoo would make more money from us, assuming they have enough good quality traffic to meet our daily budget.
We've increased our keyword inventory very significantly, so hopefully we won't see clicks below 10 cents anymore. And we will continue to track click quality for clicks charged 10 cents or more. In general, what do you think about this idea - allowing advertisers to set both a max bid and a min bid, per campaign, ad group or keyword?
