Are there standard testing & evaluation methods to hire analytics professionals at junior and middle level?

I have found evaluation of analytics capability/competency to be a challenge.



Some people are good at tools ( SAS/SPSS) and they have no clue whatsoever when a business problem is posed to them and which techniques to use. How can I get the prediction of categorical independent variable to produce the prediction of dependent variable

I have fit a model with my historical data. Model fit is quite okay.. But I am not able to make a prediction of dependent variable without the set of independent variable. In the case of numerical independent variable I used some smoothed techniques. But bit problem with categorical independent variables. Could you please suggest me any idea.
