Modern medicine has achieved great progress in treating individual patients. This progress is based mainly on life science (molecular genetics, biophysics, biochemistry) and development of medical devices, surgical techniques and imaging technology. However, relatively little resources and technical talent have been devoted to the proper functioning of the overall health care delivery as an integrated system in which access to efficient care should be delivered to many thousands of patients in an economically sustainable way.
According to a joint report published by Institute of Medicine and National Academy of Engineering in 2005 a real impact on quality, efficiency and sustainability of the health care system can be achieved only by using health care delivery engineering. At the same time this report states that relatively few health care administrators are equipped to think analytically about how health care delivery should function as a system or to appreciate the relevance of system-engineering methods in healthcare. Even fewer are equipped to work with engineers to apply these tools. Thus, it is often difficult for many administrators to appreciate the management engineering contributions to the health care delivery process analysis. On the other hand, engineering professionals often have little, if any, knowledge of health care delivery processes.
Healthcare has a culture of rigid division of labor. This functional division does not effectively support the methodologies that cross the functional areas, especially if they assume significant changes in traditional relationships. A systematic way of developing effective managerial decisions for delivering of care using information technologies and predictive operations design and analysis are the scope of what is called as healthcare systems engineering. It is imperative for healthcare management to become familiar with the quantitative decision-making techniques and tools offered by management science/ engineering. Hospital administrators must consider appropriate quantitative decision tools for critical management problems and monitor developments in management science as it is applied to the healthcare field.
Fixing healthcare system will require decision-makers who are ‘bilingual’ both in hospital operations and in system engineering principles. While there is much work to do, especially at the hospital level, some changes addressing the recommendations for the dissemination of systems engineering and systems thinking is already under way. There are some journal publications available on the role and importance of management science/ engineering for developing effective healthcare managerial decision making. However most of them lack concrete specific examples of practical applications and decision making methodology. This lacking makes them somewhat declarative.
Objective of the book
The objective of this book is to illustrate methodology for predictive and analytical decision making in different areas of healthcare using the power of management science / engineering, as well as fundamental management engineering principles and their practical implementation in healthcare settings. The book will illustrate to healthcare practitioners the methodology for making effective managerial decisions. Its focus is on practical implementation of the effective managerial decisions and cost containment methods developed using powerful management engineering/science methodology.
Healthcare and clinic administrators, managers, directors, Chief Operating Officers, Master of Business Administration (MBA) and Master of Public Health (MPH) programs that are involved in developing and providing economically viable processes of health care delivery.

Researchers and practitioners are invited to submit on or before March 15, 2010, a 1 or 2 page chapter proposal clearly explaining the mission and concerns of his or her proposed chapter. Authors of accepted proposals will be notified by April 16, 2010 about the status of their proposals and sent chapter guidelines. Full chapters (8,000–10,000 words) are expected to be submitted by July 20, 2010. All submitted chapters will be reviewed on a double-blind review basis. Contributors may also be requested to serve as reviewers for this project.
